Series 6: Zionism/Palestine (Z/P), 1905, 1913-1938

The second largest series in our collection, Series 6, Zionism-Palestine (Z/P), was divided by the original arrangers of the papers into two segments, Zionism and Palestine. The basis for the division appears to be chronological: the Zionism section containing items related to Brandeis's leadership in the movement until the 1921 Cleveland Convention and the Palestine portion including material generated by the Brandeis/Julian W. Mack faction after their defeat for leadership of World Zionism at the Cleveland convention.

The papers are arranged in chronological segments and further divided into general correspondence and topical sections. There are separate folders for minutes and financial reports of the numerous Zionist Organizations with which Brandeis was associated. Those organizations include: the Federation of American Zionists, Provisional Executive Committee for General Zionist Affairs, Zionist Organization of America, and after 1922, the Palestine Development League, Palestine Economic Corporation, Palestine Endowment Fund, and the American Economic Committee for Palestine. There are also peripheral materials from Hadassah. Of special note is correspondence dealing with Brandeis' many Zionist speaking engagements in 1914 and 1915. The drafts of many of these addresses are found in Box Z/P 4. They are arranged in chronological order by date of speech, but not all drafts are clearly identifiable.

As a caution to researchers, the material in this series has been heavily researched and was found in extreme disarray. It has been difficult to establish the original order, and enclosures do not always accompany their incoming letter.


Reel 68 Zionism-Palestine 1905, 1913-1915

Series 6, Zionism-Palestine, begins on this reel, with memoranda submitted by Jacob deHaas, outlining a plan for the industrial development of Palestine. Also found here is early correspondence (February 10, 1905) inviting Brandeis to participate in a discussion of the Zionist situation in Boston, which he declined; as well as routine correspondence for 1913, 1914, and 1915 from the Zion Association of Greater Boston, to whose board of directors Brandeis was elected in April, 1913. Minutes of the meetings of the executive committee of the Federation of American Zionists, as well as correspondence with its chairman, Louis Lipsky, end this reel. Other correspondents include Bernard A. Rosenblatt, Max Shulman, Stephen S. Wise, and Julian W. Mack. (Boxes Z/P 1-1/4b)

Reel 69 Zionism-Palestine 1914-1916

Correspondence with Louis Lipsky, chairman of the executive committee of the Federation of American Zionists, concerning that organization's operation, personnel and financial problems continue from the previous reel. Correspondence with government officials, such as Robert Lansing of the State Department and Josephus Daniels, Secretary of the Navy, concerning the plight of the European Jews and war-related problems in Palestine; with members of Jewish organizations at Harvard University about their activities; and with persons making arrangements for Brandeis to speak at Zionist fund-raising meetings in St. Louis, Philadelphia, and Chicago, as well as at smaller gatherings are also found on this reel. Correspondents include David Rubin, Alfred Brandeis, Emil Tachau of Louisville, Ky., Dr. Horace M. Kallen, and Nathan D. Kaplan. (Boxes Z/P 1-4c/4f, 2, 3-1a/1c)

Reel 70 Zionism-Palestine 1914-1915

At the beginning of reel 70, a plan is discussed between Brandeis and Chicago attorney Nathan D. Kaplan, and Professor Horace M. Kallen, University of Wisconsin, to establish a midwest Zionist bureau in Chicago. Letters between Brandeis and Benjamin Perlstein, administrative secretary of the Provisional Executive Committee for General Zionist Affairs, concerning the administration and financial affairs of the committee, of which Brandeis was chairman, are also found. Drafts of many of the addresses that Brandeis gave on behalf of the Zionists cause in 1914 and 1915, arranged in chronological order when identifiable, as well as notes and unidentified drafts, end this reel. Reel 71 Zionism-Palestine 1914-1916

Reel 71 begins with notes and unidentified drafts of Brandeis' Zionist speeches during 1914 and 1915. There is also one folder of miscellaneous material, including two essays on Zionism by Professor Horace M. Kallen and David Lubin. Correspondence with other members of the Provisional Executive Committee for General Zionist Affairs, especially with Treasurer E. W. Lewin-Epstein, Dr. J. L. Magnes, Jacob deHaas, Stephen S. Wise, and Professor Richard Gottheil, Department of Semitic Languages, Columbia University; as well as the Committee's financial statements and daily reports, from January 1915 to March 1916, are also found here. Reel 72 Zionism-Palestine 1914-1916

Correspondence with Rabbi Stephen S. Wise, a member of the Provisional Executive Committee for General Zionist Affairs, on speaking engagements, on arrangements for an upcoming Zionist convention in Philadelphia, and on the general Jewish situation, domestic and worldwide, begins reel 72. Letters from the Intercollegiate Menoral Association and other university Zionist groups seeking Brandeis' advice on their programs and problems are also found. The remainder of the reel consists of general correspondence, January 1915 - August 1915, from such notables as Bernard A. Rosenblatt, Herman Bernstein, editor of The Day, Samuel S. Fels, Jacob Billikopf, Samuel Untermyer, Jerome D. Greene, Secretary of the Rockefeller Foundation, Felix Frankfurter, Julian W. Mack and Hugo Pam. (Boxes Z/P 6-2c/2h, 7-1a/3a)

Reel 73 Zionism-Palestine 1914-1915

General correspondence, August 1915 - December 1915, continues on reel 73 with letters from such people as William Hard, Jacob Schiff, Felix Frankfurter, Alfred Brandeis, Joseph Cowen, Julius I. Peyser and Henry Sachs. The business of the Provisional Executive Committee for General Zionist Affairs conducted by correspondence, June 1915 - December 1915, between Brandeis, the chairman, and Benjamin Perlstein, the administrative secretary, is filmed here, as well as a copy of Perlstein's annual report (June, 1915). The reel ends with copies of minutes taken at the regular business meetings of the Executive Committee, August 1914 - March 1915. (Boxes Z/P 7-3b/3f, 8, 9-1a)

Reel 74 Zionism-Palestine 1915-1916

Reel 74 continues minutes of the Provisional Executive Committee meetings for 1915. Also included on this reel are 1915 financial statements of Palestinian enterprises, such as The Volk, an arm of the Zion Press Association; material concerning the financing of orange plantations in Palestine; as well as reports of the Jewish National Fund and the American Jewish Relief Fund of Palestine. The reel ends with correspondence with Alexander Sachs and Joseph L. Cohen on the formation of an inter-collegiate Zionist association; with Dr. Arthur Ruppin, Dr. Schmarya Levin and Dr. J. Tschenow on actions of the Provisional Executive Committee in Palestine; and with Louis Lipsky and others concerned with the Jewish Congress Organization Committee. (Boxes Z/P 9-1b/6, 10, 11-1a/1b)

Reel 75 Zionism-Palestine 1915-1916

Copies of letters sent out by the Provisional Executive Committee over Brandeis' signature to leading individuals and organizations on the purposes of Zionism and the need for a unifying Jewish congress begins reel 75. Correspondence with delegates to the proposed congress concerns problems and a likely agenda, and correspondence with Charles A. Cowen, Chairman of the Zionist Emergency Fund, on the status of relief and emergency work done by the fund, is also filmed here. The work of the Zionist Bureau of New England is discussed by Brandeis and Jacob deHaas, secretary of the bureau's executive committee; and the reel ends with early Hadassah material such as financial statements, reports, and letters from Henrietta Szold, its president. Reel 76 Zionism-Palestine 1914-1916

One folder of Hadassah material, including letters from Henrietta Szold, begins reel 76. Brandeis' interest in the multifarious activities of World Zionism is evident on the remainder of this reel, with copies of all cablegrams, telegrams and letters sent and received from October 1914 - December 1916 by the New York office of the Provisional Executive Committee for General Zionist Affairs, as well as reports and bulletins from Zionist organizations such as "Das Actions-Comite der Zionist Schen Organization" in Berlin and from the Copenhagen office. These materials, arranged by office of origin, are not translated. Ending the reel are additional overseas reports and correspondence detailing the Palestinian situation in 1915 and 1916 and discussing relief measures. Reel 77 Zionism-Palestine 1915-1916

Reel 77 continues folders of reports from Zionist offices overseas. Also found are auditor's reports of the Provisional Committee's records, including statements of contributions; correspondence between Brandeis and the auditor, R. D. Kesselman; correspondence with Clarence I. deSola, President of the Zionist Society of Canada, on their program; and correspondence between Brandeis, the honorary chairman, and Bernard G. Richards, secretary of the Jewish Congress Organization Committee, on plans for organizing all Jewish groups in the United States to promote Zionism and Palestine. (Boxes Z/P 13-2f, 14, 15-1/2b)

Reel 78 Zionism-Palestine 1916

Materials concerning the Jewish Congress continue on reel 78. These include minutes of the temporary organizing committee in Boston, drafts of Brandeis' speech before the Congress, June 6, 1916, and drafts of an address delivered January 24, 1916 at a Jewish Rights meeting held in Carnegie Hall, New York City, entitled "Jewish Rights and the Congress." Also found are minutes of a preliminary conference of the Jewish Congress Committee held in Philadelphia, March 26 and 27, 1916, and two folders of background material reporting efforts made by Jews to obtain their civil and political rights before various international congresses and conferences. Reel 79 Zionism-Palestine 1914-1916

General correspondence, August - December 1916, continues on reel 79. Correspondents include Mrs. Mary Fels, Felix Frankfurter, Jacob deHaas, Louis Marshall, Stephen S. Wise, Julian W. Mack, Henrietta Szold, and E. W. Lewin-Epstein. Additional material filmed here are reports of the activities of various Jewish organizations for 1916. These include the Nathan Straus Institutions in Jerusalem, Knights of Zion, Young Judaea, the Zionist Bureau of New England, and subscription reports of the Maccabaean for June and July, 1916. The reel ends with monthly accountant's reports, December 1915 - August 1916, for the following organizations: Judean Press, American Jewish Relief Committee, Hatoren Publication Co., Jewish National Fund, Young Judaea, Federation of American Zionists, and Hadassah Central Committee. Reel 80 Zionism-Palestine 1916

The first half of reel 80 continues monthly financial reports for the Zionist organizations in which Brandeis was interested. The bulk are for the Provisional Executive Committee for General Zionist Affairs and cover the period January - June, 1916. Additional material includes routine correspondence between Brandeis and the office staff of the General Zionist Affairs Committee, especially with Benjamin Perlstein, the administrative secretary, and with Jacob deHaas. The reel ends with discussion of an article by William E. Blackstone entitled "Palestine for the Jews," a copy of a memorial first presented to President Harrison, March 5, 1891. Reel 81 Zionism-Palestine 1916-1917

Reel 81 begins with correspondence concerning Miss Sarah Mioni's dowry and reports to Brandeis of programs aimed at securing legal rights for the Jewish population in Roumania. Press notices, office committee reports, minutes of meetings and daily financial statements for the Provisional Executive Committee for General Zionist Affairs for 1915 and 1916 are also found. The reel ends with general correspondence for 1917. Correspondents include Dr. Schmarya Levin, Jacob deHaas, and Henrietta Szold. (Boxes Z/P 20-4/5, 21, 22-1a/1d)

Reel 82 Zionism-Palestine 1917-1918

General correspondence on Zionist affairs for 1917 continues on reel 82. Correspondents include Jacob deHaas, Stephen S. Wise, and Elisha M. Friedman. The day to day business of the Zionist Provisional Committee is discussed by Jacob deHaas in a series of letters to Brandeis, and minutes and reports of the various executive committees of that organization are also found. Of special interest is a folder (Z/P 22-3) entitled "Balfour Declaration," which includes correspondence, reports and news clippings on the Zionist effort to effect a British declaration supporting the establishment of a Jewish homeland in Palestine after World War I. Correspondents here include Chaim Weizmann, Jacob deHaas, Stephen S. Wise, Eustace Percy, Eric Drummond of the British embassy in Washington, and Robert Lansing. Reel 83 continues correspondence between Brandeis, the honorary president, and other members of the Provisional Executive Committee for General Zionist Affairs. Correspondents include Jacob deHaas, Stephen S. Wise, Oscar S. Straus, Bernard Flexner, Felix Frankfurter, Julian W. Mack, Robert D. Kesselman, and Henrietta Szold. Minutes of the meetings of the office committee and executive board of the Provisional Executive Committee for 1918, as well as miscellaneous papers, are also found. These miscellaneous papers include reports on Jewish resettlement in Palestine, reports from regional and overseas bureaus, copies of communications received by others and passed on for Brandeis' information, and additional correspondence from Zionists Chaim Weizman, Richard Gottheil, Louis Lipsky, and E. Miscellaneous papers, including reports on the Department of Education of the Zionist Organization of America and on reorganization of American Zionist societies continues on reel 84. Included also is correspondence with Emory R. Buckner, discussing the proposed will of Mrs. Samuel (Mary E.) Fels; minutes of the meetings of the administrative committee of Zionist Organization of America, 1919; general correspondence for 1919; and minutes of meetings of the Zionist Organization of America, National Executive Committee for 1920, as well as minutes of meetings of the American delegation to the International Zionist Conference, London, July 1920. Minutes of meetings held by the National Executive Committee and a majority report of the Committee on Palestine Activities, of the Zionist Organization of America, continues on reel 85. The remainder of the reel contains: correspondence between Brandeis and other Zionists on the activities of the Zionist Organization of America, including an address by Brandeis before the London Zionist Conference, July 14, 1920; letters between Brandeis, Julian W. Mack, and Jacob deHaas concerning the split and subsequent reorganization of the American Zionist movement; and discussion after reorganization on the activities of the newly formed Palestine Development Leagues. Reel 86 Zionism-Palestine 1922-1924

Reel 86 consists entirely of correspondence between members of the Brandeis/Mack faction of American Zionism, concerning the newly formed Palestine Development Leagues. A major theme in these letters is the necessity to raise monies to fund projects such as hydroelectric development, housing, and creation of new industry. There is also consultation with European and Palestinian Zionists to implement these programs. Correspondents include Robert Szold, Jacob deHaas, Julian W. Reel 87 Zionism-Palestine 1924-1927

General correspondence to Brandeis from the officers of the Palestine Development Leagues, from December 1924 to November 1927, is found on reel 87. Of special interest are diary entries from Jacob deHaas in which he personally assessed the Palestinian situation and suggested solutions to the problems he found; letters from Julian W. Mack and Nathan Straus discussing personalities and problems with the Palestinian organization, and from Robert Szold on financing the Leagues and their work. Other correspondents include Bernard Flexner, Herbert Hoover, Roscoe Pound, Stephen S. Wise, Arnold Margolin, Paul Singer, Mary Fels, Susan Brandeis, Julius Simon, and Henrietta Szold. Reel 88 Zionism-Palestine 1927-1932

Reel 88 contains general correspondence between Brandeis and other Zionists for November and December, 1927, and all of 1928. Correspondents of note include Jacob deHaas, Julian W. Mack, Bernard Flexner, Leo Wolman, Max Rhoade, Robert and Zip Szold, Julius Simon, Pearl Franklin, and Stephen S. Wise. Also included in general correspondence (folder Z/P 34-2e) is the accountant's reports for "Palestine Endowment Funds, Inc." for December 1, 1927. There are two folders of correspondence that detail Brandeis' contribution to Histradrut, a Jewish labor organization, that sought productive employment in Palestine, and the reel ends with correspondence from Judge Julian W. Mack, who discussed financing Palestine projects, as well as Supreme Court opinions and world and national events. (Boxes Z/P 34-2d/3, 35, 36-1a/1b)

Reel 89 Zionism-Palestine 1928-1930

Letters from Julian W. Mack to Brandeis, about financing Palestine projects continue on reel 89. There are also letters and reports from Jacob deHaas, who often acted in Brandeis' stead on matters relative to Zionism; general correspondence for 1929; correspondence on a proposed translation of a book, Der Pojaz, by O. Franzos; and correspondence and reports from officers of the Palestine Economic Corporation, Joshua Bernhardt, secretary, and Bernard Flexner, including material on Jewish and Arab labor and on the "One Thousand Family Settlement Plan." Reel 90 Zionism-Palestine 1929-1930

Arab riots in Palestine in August, 1929, and a new British government unsympathetic to Zionism provoked correspondence and reports to Brandeis from such people as J. C. Hymen and Felix Warburg of the Jewish Agency, Robert D. Kesselman and Emanuel Mohl in Jerusalem and Pinhas Rutenburg. Also found is a report sent at Brandeis' request by Bernard Joseph, a lawyer in Jerusalem, on the legal inquiry into the August riots; correspondence with Jack Gilbert, Brandeis' son-in-law, on enlisting contributions and personnel for the Zionist cause; 1929 and 1930 news clippings concerned primarily with Arab-Jewish problems in Palestine; and several folders of correspondence from Julian W. Reel 91 Zionism-Palestine 1930

Correspondence from Julian W. Mack, Jacob deHaas, and Stephen S. Wise on the new British policy toward Palestine, and undated letters from Felix Frankfurter, begin reel 91. Also found are Brandeis' replies to letters he received in 1930 on Palestine. The reel ends with correspondence from Robert Szold, chairman of the Zionist Organization of America, as well as reports of its administrative committee. (Boxes Z/P 41-1e/4, 42-1/2)

Reel 92 Zionism-Palestine 1930

Reel 92 begins with correspondence from Samuel J. Rosensohn, lawyer and chairman of the finance committee of the Zionist Organization of American (ZOA), on the new British policy on Palestine, as well as ZOA auditors' reports. Other items discuss the possibility of Brandeis' return to active leadership of the Zionist movement; the Dead Sea Project; the drafting of the Passfield White Paper; and the reorganization of the Jewish Agency for Palestine. The reel ends with general correspondence for 1930. Correspondents include Robert Szold, Israel B. Brodie, British Ambassador S.R.C. Lindsay, Jacob J. Kaplan, Norman Hapgood, Irma L. Reel 93 Zionism-Palestine 1929-1931

Letters for 1930 open reel 93, which is dominated by correspondence. There are letters from Jacob Landau, managing editor of the Jewish Telegraphic Agency (JTA); from Emanuel Neumann and others on the Jewish National Fund; and from Nathan D. Kaplan and Robert D. Kesselman reporting on events from Palestine. There are also reports on the Palestine Endowment Fund and the Palestine School Fund, including a report from F. Reel 94 Zionism-Palestine 1931

Reel 94 opens with general correspondence from Zionists Max Rhoade, Henrietta Szold, Stephen S. Wise, Jacob Landau, Robert Szold, and Emanuel Neumann. There is also discussion with John Bernhardt, Julius Simon, J. W. Magnes, and Bernard Flexner as to the progress of Palestine Economic Corporation projects, including a report from E. M. Mohl on long-term industrial financing in Palestine; correspondence with Maurice B. Hexter on immigration proposals for Palestine; and reports and correspondence on reorganizing the Jewish Agency for Palestine, including reports of the agency council and discussion of finances by Dr. Werner Senator. Reel 95 Zionism-Palestine 1931

Reel 95 begins with correspondence and reports from Col. F. H. Kisch describing activities he fostered on behalf of the Jewish Agency in Palestine. Collateral material on the same topic includes reports and copies of correspondence between the executive of the Jewish Agency and members of the British government on the 1930 White Paper on the Palestine mandate. There is also the Jewish Agency's analysis of John Hope-Simpson's 1930 report on immigration, land settlement, and development that he submitted to the British Secretary of State for the Colonies, after a visit to Palestine. Letters from Zionists Robert Szold, Jack Gilbert, Brandeis' son-in-law, Jacob deHaas, and Julian W. Reel 96 Zionism-Palestine 1931-1932

Copies of minutes of administrative council meetings of the Zionist Organization of America, as well as that organization's financial and committee reports, continue on reel 96. There is also correspondence and reports sent to Brandeis by Hadassah, with requests for his opinion of their programs. The remainder of the reel contains "Zionist-Palestine" general correspondence, January-September 1932, with letters from notables such as Jacob deHaas, Julian W. Reel 97 Zionism-Palestine 1932

General correspondence, October - December 1932, begins reel 97, with letters from Jacob deHaas, Julius Simon, Max Rhoade, Bernard Flexner, Robert Szold, Julian W. Mack, Maurice B. Hexter, and Robert D. Kesselman. Miscellaneous papers, including a narrative by I. A. Rosoff, "Russian Zionism and the Balfour Declaration," copies of committee minutes and financial reports of ZOA, and departmental reports from the Jewish Agency for Palestine are also found. The reel ends with correspondence from Julius Simon and E. N. Mohl of the Palestine Economic Corporation and from Robert Szold and Israel Brodie of the American Economic Committee for Palestine, as well as copies of Felix Frankfurter's "Effect of Most-Favored Nation Clause on Palestine Preference" and Ben V. Reel 98 Zionism-Palestine 1933

Reel 98 begins with correspondence from F. Julius Fohs, consulting geologist, Emanuel Neumann of the Jewish Agency for Palestine, Bernard Flexner, and Robert Szold discussing proposals to open Trans-Jordan lands to Jewish settlement. There is also a memorandum on irrigation, a proposed survey of the Hauran-Jaulan region, and discussion of plans to lease land in the Trans-Jordan area. Finally there are bulletins and reports from Jewish organizations overseas; press releases from the American Jewish Congress, July - November 1933, publicizing its efforts to help those expelled from Hitler's Germany; letters from Julius Simon and Bernard Flexner of the Palestine Economic Corporation; and executive committee minutes of the American Economic Committee for Palestine, January - October 1933. Reel 99 Zionism-Palestine 1933

Executive committee minutes of the American Economic Committee for Palestine continue on reel 99. These include a report on the committee's activities in behalf of German refugees (Z/P 55-2e). Included here is a typescript copy of an address given by LaRue Brown at the New Century Club, Boston, Mass., November 11, 1936, entitled "Louis Brandeis - Attorney for the Public." The talk focused on Brandeis' early career as the "people's attorney." Correspondence and reports from the American Economic Committee for Palestine and the Palestine Endowment Fund, including letters from Robert Szold, Israel B. Wise, and Robert Szold on the impact of the 1937 Royal Commission's recommendation for partition of Palestine; and 1938 reports from the Jewish Agency to the Palestine Partition Commission, with material for the proposed partition within the Palestinian mandate. The reel ends with correspondence from Robert Szold and Robert D. Kesselman, of the Palestine Endowment Fund, on financing current projects, and with one folder of accountant's reports, July - September, 1916, for the fledgling Provisional Executive Committee for General Zionist Affairs, the Sons of Zion and the Mizrachi Bureau.
